I took this pair of socks off the machine, after having done the ribbed cuffs, and then hand knitted the bind off/cast off with knitting needles. One has a wide variety of ways to work the cuff of a toe up sock.
When working a Toe Up sock one is limited when wanting to add the ribber due to clearance needed between the finished hung toe and the ribber itself.
I noticed a wood disk and hook tool in a YouTube Video (“Mittens & Mountains” by the Colorado Cranker) and after determining, while a great idea - the wood disk seemed too thick - so I glued two metal washers and the rest is history. :)

ONE) One way of accomplishing this is to use the vintage start up, umbrella like item like this.
TWO) Another way is the upgraded Toe Up Tool I was inspired to modernize having seen this as noted on my Instagram Jan 12, 2020. I later asked Dave Lord of Chambord CSM to please make this for me. This image shows the Tip Toe Tool Set.
Note while one can add a weight stem with weight puck on a toe once its knitted, this is not compatible with adding the ribber as there is no space to have both.
